Renewable generators could face a massive increase in their rates bills next year under provisional plans to reform the rating system for generators. According to provisional plans, the level of rates for traditional sources of generation will go down by some 30-40% next April while rate levels for some renewable plant are set to rise four-fold. Historically, all forms of electricity generation have been assessed by prescribed formula with no rights of appeal. This formula has been based upon ￡x per megawatt of Declared Net Capacity. In 2000, the last time the level the rates were set, the formula for renewable plant was generally set at a lower basis as a political incentive to invest in such technology. The basis of assessment is set out in the table below.
