Pricewaterhousecoopers, the auditor of the Balancing and Settlement Code, has recommended that the industry takes urgent action following a 25% increase in data problems over the last year in the systems that make retail competition work. In the latest auditor's report on the BSC for the year ending September 30, 2004, PWC recommends a number of measures to address the problems including regular reviews of the performance of data collectors and meter operators as well as a system of stiff penalties for suppliers that fail to meet data quality targets. It also suggests some major structural changes to the systems themselves.
