This article examines the basic issues related to transparency and possibilities of analyzing state procurements, and it presents goals on which a substantial improvement in the quality of the procurement process depends. We suggest technologies for meeting these goals. Their merit is based on an automated process for the rapid provision of complete analytical information to different categories of consumers: participants in the procurement, government agencies that supervise both the execution of laws related to the area of state procurements, and also their effectiveness, and representatives of public and political organizations, journalists, bloggers, and so forth.
