摘要

The system of Russia's public finances is less than twenty years old. During this period, conditions of socioeconomic development and, consequently, the state of public finances have undergone substantial change several times. In 1998, as a result of deterioration in the macroeconomic situation, the government was compelled to declare a default. Later, reforms aimed at improving the state of public finances were consistently put into effect. On the one hand, favorable world market conditions in the 2000s helped to expand options for the conduct of fiscal policy; on the other hand, to a large extent they determined its effectiveness.
