This article examines the causes of the "muddle" that characterizes economic, legal, and business regulation of agricultural land ownership and use in present-day Russia.rnLand relations remain a central component of the system of agrarian relations mediated by the market mechanism. Economic, legal, and business regulation in this sector is at present quite muddled. When attempting to resolve any problems with market land transactions (sale, lease, mortgage) as well as inheritance and gifts of land, one encounters the disarray of relations involving landownership, distortions in the associated economic and legal mechanisms.
