This article examines the actual and prospective roles played by interest groups in determining Russia's socioeconomic development policies, and calls for these roles to be expanded as part of a modernization strategy.rnAll of Russia's socioeconomic and political development programs since the beginning of the 1990s have had one thing in common: skilled specialists worked on them, and in one way or another the programs had support at the highest level, but success in implementing them (if there was any at all) generally turned out to be inadequate.
