This article argues that a "modernization" strategy to guide Russia's socioeconomic development is preferable to other strategies, on both moral and material grounds.rnIn the 1990s, differences in household incomes and consumption as well as holdings of real estate and consumer durables reached unprecedent-edly low levels in Russia in comparison with the Soviet era. The country became increasingly socially stratified, and not just in quantitative terms. The new groups that emerged (the rich, middle class, moderate-income, and disadvantaged) established their own lifestyles. The differences between these lifestyles have continued to deepen in the years of recovery, in spite of good average economic indicators.
