摘要

Evaluation of the quality of services provided by higher education institutions is a key element of the government's educational policy. Empirical studies show that the quality of education is one of the most important determinants of economic growth. Systems for student evaluations of faculty (SEF) are widely used in Western universities. They first appeared in the United States in the 1920s and are now used almost everywhere in American higher education. In recent years there has been a great deal of interest in systems for student evaluations of faculty in Europe and Southeast Asia. This tool is being introduced, on the one hand, as part of what is called the "new managerialism" in university governance, and also against the background of the creation of centralized systems for evaluating the quality of education.
