In the current stage of housing reform in Russia, the primary objective of the government's housing policy is to develop ways of making housing more affordable for various social groups. The priority national project Affordable and Appropriate Housing for the Citizens of Russia is now under way; the Federal Targeted Housing Program for 2002-10 (including its subprograms) is the main implementation tool.1 To achieve the stipulated goals and provide a quantitative and qualitative basis for decision making, housing market trends must be monitored, particularly in terms of changes in housing affordability for the public.
