摘要

This survey of interbudgetary relations between the Ministry of Finance of the Kyrgyz Republic, the Treasury, and local governments shows how fiscal decentralization is reflected in the country's current situation, and how the decentralization has affect living standards and the country's fiscal system. It examines regulatory acts and statistical data, and is based on evaluations and assessments of international experts, programs, projects, reports, analytical materials of international missions, and the recommendations of independent specialists, plans, forecasts, budgets, and calculations as a part of interbudgetary relations [see list of sources following the report]. This survey also reflects interbudgetary relations in developed countries, as well as in countries with a situation similar to that of Kyrgyzstan.
