Between 1998 and 2005, Russia's hydrocarbon exports increased in value terms by a factor of 5.3—from $28 billion to $148.9 billion.Many specialists view the growing influx of petrodollars not only as a positive factor of economic growth but also as a cause of high inflation and excessive appreciation of the ruble; they also hold that it slows down the development of manufacturing industry, agriculture, and high-technology branches of the economy. They draw analogies between the current economic situation in Russia and the "Dutch disease" that was observed in the 1970s in the Netherlands in connection with the exploitation of gas deposits in the North Sea.At a session of the Council for Competitiveness and Entrepreneurship on September 6, 2006, the chairman of the government of the RF referred to this disease.What then is the "Dutch disease"? Has Russia really come down with it? How dangerous is it for the country's economy and how is it to be cured? Economists have no agreed view on these questions.
