Judging from statements by the RF Finance Minister Aleksei Kudrin, some very important measures to liberalize the financial system will be taken this year in our country, including the removal of all restrictions on capital flows, which will make the ruble a fully convertible currency. This step, the minister believes, will increase confidence in the ruble, and in the near future it will become a reserve currency in some countries.How much will the ruble's role in the international payments system change, and will it be a freely convertible currency? Will making the ruble fully convertible increase capital outflows from Russia and cause other negative consequences? These questions trouble not only the politicians and officials who are working on a new version of the federal law "On Currency Regulation and Currency Control," according to which the restrictions on cross-border capital flows will be removed starting January 1, 2007.Businesses need to prepare now to make use of the opportunities opening up in connection with the ruble's transformation to a fully convertible currency.
