After the crisis of 1998, one of the basic causes of which was budget problems, the government succeeded in stabilizing and appreciably improving Russia's public finances. While the deficit was reduced from 10 to 1 percent of GDP in 1994-99, since 2000 the RF federal budget has run a surplus, averaging more than 2 percent of GDP in 2000-2003. But is this because of the government's successful fiscal policy or is it because of other, "external," factors, chiefly high international oil prices?
