This issue contains papers that reflect the diversity of activities that municipal engineers are engaged upon. Some are strategic, others technically focussed, several are international and those from the UK will have applications in an international setting. Before discussing the papers in this issue it is worth drawing attention to the paper that won the James Hill Medal at the annual awards ceremony in October 2008. The paper, written by David Gullick, Robert Cairns and Donald Pearson-Kirk, had the title 'Application of partnering principles to a framework contract'.1 The James Hill Prize is presented for the best paper on a municipal engineering topic. The paper details a three-year framework contract, between the Northern Ireland Roads Service and Parsons Brinckerhoff Ltd, to inspect and maintain highway bridges. All aspects of the contract are discussed along with a quantitative and qualitative evaluation of its outcome.
