摘要

Britain's rural road network is one of the country's most valuable assets, both spiritually and economically. However, the remorseless rise in traffic volumes over the past few decades has taken its toll as urban features encroach upon the rural landscape. The failure of successive governments to address the needs of non-motorised users has only exacerbated the problem. This paper highlights the difficulties that have accrued from failing to recognise the full effects of incremental change and proposes a model for a 'public realm strategy' that engineers are urged to support.
