California's Department of Industrial Relations, Governor's Office of Emergency Services and CalEPA proposed two regulations to strengthen workplace and environmental safety at oil refineries in the state. According to CalEPA, the proposed regulations are complementary. One regulation would overhaul Cal/ OSHA worker safety regulations as they apply to refineries and the other would strengthen the California Accidental Release Prevention Program regulations. The latter is designed to prevent accidental releases of hazardous substances that could harm the public and environment.
