To establish an effective method of testing employee proficiency, you must first create quality learning objectives. After all, proficiency testing is nothing more than measuring attainment of learning objectives. Therefore, you must "begin with the end in mind," as Steven Covey recommends in his book, The 7 Habits of Highly Effective People. To explain this, Part 1 of this two-part column discusses how to create learning objectives.
