We have all sat through (or even given) laborious training sessions where eyes glaze and heads nod, and where the room is left littered with crumpled, doodle-strewn handouts. Such sessions may comply with various OSHA regulations, but odds are they have little effect. But is this the fault of nervous, inexpert, unseasoned-or just plain boring-trainers or of the content itself? Too often, training programs are defined by what they cover, not by what participants learn. In the realm of hearing conservation we see this in a false sense of security, with hearing protectors worn for show rather than protection, and in safety managers claiming 100% compliance, while rates of noise-induced hearing loss among workers-evidenced by OSHA-recorded standard threshold shifts (STS)-continue to rise.
