Late in 2005, a package of occupational safety and health bills was introduced by Senator Michael B. Enzi (R-WY), Chair of the Senate Health, Education, Labor and Pensions Committee and a long-time leader in Congress on occupational safety and health issues. It's hard to predict what will happen with these bills. Their introduction on the Friday before Thanksgiving was about as inauspicious as it gets in DC, especially for a legislative package the occupational safety and health community has been waiting on for well over a year. Two of Senator Enzi's bills (S.2066 and S.2067) contain a series of OSHA "reform" provisions and a congressional approach to advancing the global harmonization of hazard communication. A third bill, S.2065, is one that has long been important to ASSE and its members. It would establish a third-party consultation program under the Dept. of Labor (DOL) or OSHA in reality.
