The number of people killed annually in work zone incidents is a national tragedy—some 850 to 1,200 deaths each year (depending on the data source). Assuming that 1,000 people are killed annually in work zone incidents, that includes approximately 850 motorists and occupants, 150 workers on foot (e.g., flaggers, laborers, supervisors, surveyors, engineers), 53 workers in or on equipment, and 8 workers classified in the "other activity" category. The number of injuries resulting from work zone incidents is many times the fatality number. According to Federal Highway Administration (FHWA) data, in Colorado between 1986 and 2003, for example, 139 fatalities resulted from work zone crashes, compared to 6,951 injuries. The underlying causes of many fatalities and injury cases are: 1.motorists driving too fast for conditions; 2.impaired drivers entering work zones or impacting work vehicles; 3.workers on foot entering live lanes of traffic.
