Evidence that competition drives transport prices continues to present itself, making a case for how changes in the regulatory environment can reshape an industry and affect its financial performance. Recent changes in Australia's rail-to-rail competition raise some interesting questions. The Australian transport regulatory environment has been undergoing significant change for more than 15 years. Until recently, most of Australia's railroads were owned and operated by the states. Exceptions included some private mineral railways and the federally owned Australian National Railway (AN).
