Let's face it: Passenger rail systems that operate on their own lines don't need to worry about reinforcing their bridges to accommodate 286k rail cars. And, since they operate in confined areas, regular proactive maintenance often circumvents the need for major tie or rail replacement projects. But there's more to maintenance-of-way than building bridges or replacing ties: MOW also includes laying new track or preparing existing lines for new service. And that's where many passenger rail systems are concentrating their efforts.
