Homeland Security, an agency created from pieces of other agencies. He came aboard to create a culture that "needs to be agile, get it out fast and functional, and be ready to shift." It's been challenging to do that in this culture, he said, which mixes Department of Defense IT people who are used to a 10-year deployment cycle and agile developers who want quick, incremental releases.
