Interpreting Corruption: Culture and Politics in the Pacific Islands

Peter Lamour has written, as the publishers' comments suggest, an accessible and approachable book using material from 14 Transparency International National Integrity Systems country studies (NIS), 12 of which were undertaken in 2004-2005 in the Pacific for which he was the project director, to pursue a range of corruption issues from a field research perspective. With Manahuia Barcham, Peter Lamour published an excellent article in this journal in 20061 that looked at the 12 NIS studies within the context of geographic proximity, donor pressure for reform, particularly from the Asian Development Bank, of powerful neighbours, from the US to Australia. They reviewed issues of smallness, vulnerability, patterns of corruption, impact of politics and culture, and controls and reforms. The article noted issues of developmental trajectory, decentralisation and institutional shortcomings, both individually and, in the NIS context, collectively. They also noted the post-colonial problems of an absence of resources that resulted in colonial powers encouraging some to become offshore financial centres (OFC), which brought problems associated with the global financial markets, regulation and the paucity of local expertise to avoid the OFC being exploited by financiers and organised crime, or pressured by regional or international regulators. Comparing them to an 18-country NIS study for which I was responsible (and which included Fiji, published in 2001), they found, not unexpectedly, both similarities and differences. The article raised issues as to where anti-corruption activity was to be located, with weaknesses in NIS institutions, political parties and civil society, and so on, suggesting that 'other anti-corruption principles than "checks and balances" may have to be looked for' (p. 183).
