摘要

Over the past two decades, public administration and public management scholars have significantly increased research focus on nongovernmental organizations (NGOs), cross-sectoral partnering, and (much less often) the U.S. military. Yet they have paid scant attention to assessing one of the most significant challenges facing governments worldwide, international NGOs, and the U.S. military and its partners: how best to structure for effectiveness the increasingly vital peacekeeping and humanitarian efforts of the military and NGOs in failing or failed states and combat zones around the world. In this edition of Theory to Practice, Nancy Roberts, professor of defense analysis at the Naval Postgraduate School, weighs in on this neglected issue with a call for administrative scholarship to address this critical gap in our understanding of this difficult civilian NGO-military nexus. Integrating personal insight, on-the-ground perspectives, and theoretical acumen, Roberts reviews the forces affecting and the challenges of the civilian NGO-military nexus around the globe. She offers a framework to scholars and practitioners for thinking about these issues and suggests promising areas of future research. Readers will also find expert e-commentary on the article from Dr. Robert "Robin" Dorff, Research Professor of National Security Affairs at the Strategic Studies Institute, on the PAR website, as well as a general discussion of this topic by Dr. Joseph R. Cerami, Senior Lecturer in National Security, Bush School of Government and Public Service.
