When Poles recently voted in a nationwide referendum on whether or not to join the European Union, the 'yes' cam-pain―struggling to bring out the pro-membership vote―sent millions of text messages to Polish cellphone users, urging them to go to the polls. Whatever one's views on EU enlargement, it is remarkable that, less than a decade ago, such an exercise would have been not just unthinkable but unworkable. Incidentally, the Poles ended up voting 'yes'. This alone goes to show that mobile telephony in Central and Eastern Europe is no longer the 'greenfield' nor the 'wild west' sector that it was a few years ago. The reforms of post-Communist government institutions, partial privatisation of state-owned telecomms interests, and ongoing foreign direct investment (FDI) have slowly transformed the region's mobile telephony operators into credible businesses.
