In February, the European Commission (EC) announced a modification to the acquis communautaire ('acquis') in respect of telecomms. This affects not only current Member States but also the Candidate States due to join the European Union (EU) in 2004. On the I one hand, there appears to be a high degree of confidence that the Candidate States will comply with the new requirements by the time they join; indeed the EC has pledged a number of measures to support them in this aim. However, their current state of readiness and the scale of what is to be achieved in the allotted time is giving cause for concern.
