Despite the growing threat to social cohesion posed by the economic crisis and fiscal austerity, scholars have paid little attention to the possible contribution of public management to the cohesiveness of society. This article draws upon Moore's distinction between managing inward and managing outward to offer an empirical test of two alternative paths to coordinating for social cohesion in the public sector. Multivariate analysis of primary and secondary data on public management and social cohesion in English local governments is utilized to determine the optimum balance between an internal and an external focus. The findings have both theoretical and practical implications.
