This article proposes a model for understanding public-private relationships and, specifically, the outcomes sought from them. It was developed from an empirical study for a Ph.D. dissertation on public-private relationships in the Australian government information and communications technology (ICT) outsourcing environment. The study concluded that seven constructs were important in the public-private relationships established in ICT outsourcing, and these are described by the model along a continuum of collaborative outcomes. The article questions the notion that a public-private partnership (PPP) is a distinct and radical form of governance that can achieve otherwise unachievable results. Instead, it suggests, a PPP is just one point on the continuum of collaborative outcomes. The developed model can assist organizations to understand the outcome(s) sought from an organizational relationship and highlights the constructs and characteristics they should consider in achieving these outcomes.
