摘要

Together with the Danish Ministry of Transport and the PTA of Aarhus we undertook a study on practices in other European countries in which light rail schemes have been successful, or decided upon, over the last decade. We wanted to gain an insight into effective and innovative methods of financing such schemes, which are very capital intensive, and which cannot be self-financing in the traditional sense under the current and foreseeable transport and taxation policy.
