This text is based on the author's heynote presentation at the US Department of Transportation and Transport Resources Board on Turnkey Projects and Public Private Partnerships Conference (Puerto Rico, 16-18 October 1996). The presentation surveyed some successful public private partnerships, meaning: 1. partnerships where the private sector took a significant share of the investment risk; 2. where operation was totally self supporting; 3. where new use was made of underused existing track in urban areas.
