摘要

Emerging technologies are opportunities to test democracy and the vitality of publics. Their redefinition of humanity's reciprocal relation to the world transforms latent "matters of fact" into "matters of concern"-the things that Arendt and Latour envision as the gathering points of democracy, connecting people in contentious commonality (Arendt and Canovan, 1998; Latour and Weibel, 2005). Vital publics will draw out the social and cultural implications of new technologies and subject them to effective and vigorous deliberation before they achieve normative rooting via relevant policy. Public Engagement and Emerging Technologies is a check-up on the health of these publics and an expert discussion on how to increase their vitality.
