The British National Audit Office (NAO) has criticised key aspects of the UK's recycling obligation system for packaging waste. In its review of government oversight of the scheme, the watchdog body questioned whether the objectives of the system were actually being met and highlighted the system's susceptibility to fraud and error. The packaging obligation system appeared to "have evolved into a comfortable way for government to meet targets without facing up to the underlying recycling issues," wrote the NAO. Specifically, the scheme relied on exporting packaging waste, making it difficult to impossible to ensure that the material was actually recycled. Exports accounted for half of the packaging material reported as recycled in 2017 and 66% of the plastic waste. China alone received 25% of British packaging waste exports in the first quarter of last year 2017, wrote the NAO.
