In the early 1990s, the U.S. Federal Aviation Administration and Department of Defense, reacting to increases in digital processing technology, realized that new air traffic surveillance radars were needed. They intended to replace older ASR-7s and ASR-8s, as well as GPN-12/20/27s, with the new radar.
