Polar orbiting WXSATs operate in a different manner from geostationary WXSATs to fulfil a different role. The idea of a polar orbit is that on every circle of the earth, the satellites pass quite close to the polar regions, while the earth rotates below. By careful adjustment of the launch parameters, a satellite can be inserted in just the right orbit so that each time it passes over a given location -say London, UK - it does so at about the same local time. All of the American NOAA satellites do this; for example: NOAA-17 passes over during late morning, travelling from north to south and about twelve hours later it passes from south to north. This means that during every pass, solar time and therefore ground illumination is similar to that experienced during the previous and following days; we call this a sun-synchronous orbit.
