The paper addresses the problem of the network effects of investments. The approach described is developed from a model for investment in increasing the capacity of a railway line. Successjul application to both a single and a double-track line forms the basis (line level) for a model that has been enhanced to apply at network level. The results obtained provide indications in relation to network investment.
