On July 11, 2013, extensive changes are scheduled to take effect in the Federal Railroad Administration (FRA) Track Safety Standards, but only a few will affect most track professionals. For most track people, the important changes are what constitutes curved track (new 213.14) and relating actual curvature and superelevation to the maximum allowable train speeds on curves (new 213.57 Footnote 2 and newVmax definition). The changes are based on a unanimous January 2012 agreement of FRA's Rail Safety Advisory Committee (RSAC), on which all major railroads were represented, and were published in the March 13, 2013, Federal Register.
