Maintaining track has an inherent conflict. On any given stretch of roadway, the operating department wants to run trains and the maintenance department wants time to take the track out of service to maintain it. Good planning and coordination usually can minimize the conflict on light-to-moderate-traffic-density trackage, but the conflict is of significance for trackage with more than 10 trains per day. Ideally, the track department would perform maintenance during periods when no trains are scheduled, but this is rarely possible. Consequently, either the track department has to reschedule its repair crews, stop work to allow trains to go by, or the operating department has to reschedule its trains, lengthen its schedules to allow for train delays at work sites, or use an alternate route. A different approach currently is being used by several railroads where- by the track is totally closed for a period of 24 hours or longer, and the required track, structure and signal work is efficiently concentrated into that period. In North America this approach is called the blitz.
