Although much has been written about America's role in the First World War, the author of this book considers that the part played by the US Merchant Marine has been under-represented, and he sets out to repair this omission. His work comprises two rather different aspects of the topic. About two-fifths of the text provides a narrative of the War insofar as it affected American merchant shipping; the author explains that while the USA possessed a large merchant fleet in 1914, only a small part of it was engaged in oceanic trade, since the costs of building and operating American ships for international routes were signifkandy higher than in other countries. Consequently, when war broke out and foreign (mainly British) ships were needed elsewhere, America was obliged to adopt drastic measures to fill the gap. The narrative is somewhat episodic, and alternates between sober accounts of changes in government policy, and dramatic tales about the sinking or capture of particular vessels. Sometimes, the author (who it seems cannot resist a good story) veers off into matters which do not, strictly speaking, concern the US Merchant Marine at all, such as the brief career of the German mercantile submarine Deutschland.
