Stand by for another volume in Scarecrow's fast-growing library of historical dictionaries - at least 80 in this series alone. In layout and appearance, it is a clone of all the others. Also fast-growing is the book itself: it is 60 per cent bigger than the first edition of 1998. Even so, at 281 pages, it is one of the slenderer volumes in the series. Welfare, unlike military history or politics, is not a very factual subject: it is not rich in proper names, dates and places. They are simply not relevant. This makes it hard to compile a dictionary on it. Moreover, although the book begins with the usual chronology, it is not a subject which lends itself to narrative treatment. Instead, Greve, who is a Professor of Welfare State Analysis in Denmark, is chiefly interested in the principles and concepts of welfare policy. It is, above anything else, a dictionary of terms.
