Open access journals have been a boon to libraries and researchers who bemoan the steeply rising costs of scholarly journals. In 2002, at the first Nordic Conference in Scholarly Communication attendees discussed creating a comprehensive directory of open access publications, leading to the creation of the Directory of Open Access Journals (DOAJ). Included in the directory are scholarly journals using a peer-review or an editorial review process, and which are freely available to anyone with internet access (a few journals require authors to pay a publication fee, but access to published articles is free). Because these standards are broadly similar to those of "conventional" scholarly journals, the quality of the content is high.
