Smart Specialisation: Opportunities and Challenges for Regional Innovation Policy

Why do some academic ideas gain political traction while others are ignored? In the fields of economic geography and urban and regional studies some ideas have clearly resonated more than others with politicians and policy-makers over the last 25 years. The most 'successful' ideas (in terms of political traction) would surely include some or all of the following: the industrial districts popularized by Beccatini and Brusco; the business clusters associated with Porter; the creative quarters where Richard Florida's creative class allegedly hangs out; and the global city-regions that Scott and Storper deem to be the locus of growth and innovation in the knowledge economy. More recently a new idea has entered the political traction league - smart specialization - and its resonance in the worlds of policy and practice is without precedent because, no sooner was it fashioned, than it was heralded as the 'big idea' in regional development by the likes of the European Commission, the Organisation for Economic Co-operation and Development (OECD) and the World Bank.
