Georges Clemenceau, writer, physician and Premier of France in the early 20th century, is said to have quipped that 'War is too important to be left to the Generals'. The subtext of Anna Davies's book is that there are similarly social constraints on the free reign of technocratic expertise when it comes to the management of trash. Her argument is that the systems for producing, distributing and managing municipal solid waste in industrial societies take their shape and form in the space between government policy and social action: in short, that there is such a thing as the 'governance of waste' and that it can be revealed through comparative analysis. 'Garbage landscapes' - and the 'geographies of garbage governance' through which these landscapes are produced and regulated - are different from place to place, says Davies, because they are shaped by social, cultural and political context.
