Most Internet experts have interpreted the term "digital divide" as the gap between affluent citizens that can afford information technology (IT) services and the poor and ethnic minority groups who don't have access. That divide has narrowed in recent years through various programs and initiatives, such as wiring urban and rural public schools and libraries so that students and teachers have Web access. But these initiatives have done little for the 54 million disabled Americans. While their access to the Internet is improving as well, Americans with disabilities use the Internet half as much as people without disabilities.
