In February of 1989, the U.S. Environmental Protection Agency issued a national strategy on solid waste management which called for an assessment of any existing disincentives to recycling. EPA hired researchers who combed through the federal tax code, looked at possible effects that recycling could have on existing federal programs and prepared a case study specifically regarding paper recycling. The broad conclusion of these researchers in June 1992? That there were significant disincentives to recycling found in energy subsidies, which primarily benefitted virgin resource use.
