Scott Cassel, executive director and founder of the Product Stewardship Institute, says it best, "With the RCRA enacted in 1976, and Superfund in 1980, the focus by 1989 was squarely on municipal solid waste [MSW], an issue that had none of the federal legislative drivers that RCRA and Superfund were afforded. Finding it impossible to regulate hundreds of millions of households, the U.S. Environmental Protection Agency [EPA] left MSW management to state and local governments. In addition, the 1987 "Garbage Barge" (the Mobro 4000) transported trash from New York and was refused access to dump at multiple destinations down the east coast, drawing our nation's attention to the need to control America's uncontrolled appetite to waste."
