From Asia to North America, legislation governing both the manufacture and recovery of electronics is gaining steam. Electronic waste has become an inter-national concern in recent years, as more consumers purchase personal computers, new televisions and a wide variety of electronic gadgets. The U.S. has sixteen states with some form of electronics waste law. Only California has a consumer responsibility model that requires an advance recovery fee (ARF), the rest are producer responsibility programs. The Illinois' General Assembly passed a bill onto the governor for producer responsibility in August and several other states have pending legislation. In addition, New York City has also passed a measure requiring producer responsibility.
