Recovered paper markets have histor-ically tracked general economic trends. When the economy dips, newspapers cut pages, boxmakers get fewer orders and printing-form producers complain of slow sales. As a result, paper mills need fewer feedstocks, including recovered fiber bales. When the economy rebounds, mills see sales rise and they re-enter the recycling market with aggressive purchasing. The industry is again entering a paper recycling market slowdown. Recycling experts, nonetheless, see overall global market conditions as being muscular enough in late 2008, and early 2009, to weather the coming storm, although continuous price softness is expected during this period.
