In last month's column, I discussed the national transition to digital television that will end with the cessation of all analog television broadcasts on February 17,2009. This included an overview of the options available to analog television owners, the emergence of producer-responsibility campaigns for display devices and take-back programs that have been developed by television manufactures. However, due to the absence of a federal regulatory framework governing the end-of-life management of such electronic products as televisions, the responsibility for determining how to handle these materials, where manufacturers have not provided their own solutions, has fallen to states and other local governments.
