Municipal household or packaging waste is once again the source of some political angst in Canada. According to most people in the public and government arenas, too much of it is going to landfills and not enough is being diverted to the recycling streams. The City of Toronto has recently introduced a new waste management plan that actually charges the householder for waste collection depending on the size of the bin being put out at the curb: Small, medium or large. Typically, waste collection fees in Canada are "hidden" in the property taxes, and are often accompanied with a one- or two-bag limit at the curb. Extra fees are attached to extra bags. Toronto's proposal charges the householder based on the size of the container chosen to do the job.
